Project description
Joint venture assignment led by Keios with CMC as local partner to prepare three ADB-funded spatial and urban development plans for Oni Municipality in Georgia: the Oni Spatial Development Plan for the entire municipal territory, the Oni Urban Development Plan for the city, and the Ghebi Urban Development Plan for the village, addressing sustainability, resilience, cultural heritage, and tourism.
Scope of Services
- Mobilisation and kick-off meeting, including data collection and review of existing plans, strategies, and projects
- Stakeholder mapping, preparation of a stakeholder engagement plan, and development of a GIS database and architecture
- Preliminary studies covering climate vulnerability and risk assessment, Strategic Environmental Assessment screening, and spatial and urban analysis supported by mapping and SWOT
- Formulation of strategic development scenarios, organisation of visioning workshops, and definition of strategic directions and priority projects
- Preparation of concept plans, including SEA scoping, public hearings, and a branding strategy for Oni Municipality
- Drafting and finalisation of development plans with implementation roadmaps, SEA reports, and validation through workshops and public hearings
- Design and delivery of a Priority Investment Plan, including project sheets, phased investments, and rapid economic and financial analysis
- Optional tactical urbanism pilot projects and concept designs for selected priority investments
