Project description
Keios led a joint venture of consulting firms in the formulation of Sierra Leone’s first National Strategic Tourism Plan, delivering a ten-year framework, spatial development strategy, and five-year costed action plan. The project involved detailed diagnostics, GIS-based analyses, stakeholder engagement, and institutional and statistical system development for sustainable tourism growth.
Scope of Services
- Diagnostic analysis of tourism performance, competitiveness, and enabling environment
- Stakeholder engagement through national and regional workshops, consultations, and validation meetings
- Formulation of vision, strategic framework, and tourism growth scenarios with goals, strategies, and actions
- Investment planning through public-private incentive design and identification of investment opportunities
- Integration of sustainability principles, climate change, and gender equity in tourism planning and operations
- Capacity building in tourism data management, including national tourism statistics and monitoring systems
- Development of a nation-wide GIS platform to support spatial and strategic decision-making
- Spatial planning, including national framework and prioritisation of Tourism Development Areas and Zones
- Design of institutional arrangements, governance mechanisms, and legislative frameworks
- Preparation of a costed five-year action plan
- Technical assistance to the Ministry of Tourism and Cultural Affairs and the National Tourist Board
