Project description

The assignment, carried out by Keios in joint venture, supported the Albanian Development Fund in preparing integrated urban design concepts, investment plans, and detailed designs for urban and tourism upgrading in Berat (population 66,000, part of the historic core of which is a World Heritage Site) and Përmet (population 11,000), with a total investment of 20 million USD.

Scope of services

  • In-depth assessment including site visits and stakeholder consultations, covering social and economic profiles, urban features, mobility, environment, heritage, tourism, and ongoing initiatives
  • Review of existing planning regulations, studies, and guidelines
  • Development of a vision statement and strategic plan
  • Preparation of an Integrated Urban Design Concept, including investment sub-projects for public space enhancement, adaptive re-use of buildings, street lighting, signage, interpretation, and tourism facilities
  • Prioritisation and preparation of a priority investment plan
  • Urban and architectural surveys
  • Preliminary design of selected investment projects
  • Detailed design and preparation of bidding documents
