Project Description
The structure plans for Brazzaville (4,272,876 inhabitants) and Pointe-Noire (2,809,267 inhabitants) provided a strategic vision, regulatory framework, and action programme to support sustainable and integrated development by 2035. The work covered spatial planning, land management, mobility, environment, infrastructure and urban economy.
Scope of Services
- Comprehensive urban diagnostic for the cities of Brazzaville and Pointe-Noire
- Establishment of a geographic information system to support spatial analysis and regulatory mapping
- Organization of technical consultations with local and national stakeholders
- Demographic analysis and development of urban growth scenarios to 2035
- Definition of strategic orientations covering governance, urban and land use planning, housing, infrastructure, environment, mobility, and urban economy
- Design of integrated urban structures including urban poles, expansion zones, main corridors, and green belts.
- Formulation of short-term priority operational programmes
- Integration of resilience strategies addressing natural risks (erosion, flooding)
- Drafting of urban regulations and design of land management tools
- Design of an institutional framework for the implementation, monitoring and evaluation of the structure plans
