Project description

Keios prepared the Urban Development Plans and the Detailed Restructuring and Realignment Plans for the five regional capital towns in Djibouti, including in-depth urban and environmental analyses, tailored urban regulations, investment estimates, and a functioning GIS, under the mandate of ADDS and the African Development Bank.

Scope of Services

  • Cartographic updates through drone-based topographic surveys
  • In-depth urban, socio-economic, infrastructural, and environmental analysis
  • Integration of all plans into a Geographic Information System (GIS)
  • Organisation of consultations with local stakeholders
  • Identification of priority areas for restructuring and expansion
  • Design of Urban Development Plans (PAU) and Detailed Restructuring and Realignment Plans (PDRA), including:
    • Functional zoning and road networks
    • Road and urban service network layouts
    • Environmental planning
    • Drafting of specific urban regulations for PAU and PDRA
    • Preliminary investment cost estimates
    • Development of action plans for the implementation of the PAU and PDRA
