Project description

In Djibouti City, Keios conducted a redevelopment study of the Vietnam slum (9 hectares, 2,789 inhabitants), as part of the World Bank-financed Integrated Slum Upgrading Project. Commissioned by the Ministry of Urban Development, the study concluded with a population relocation strategy and the requalification of the site into an urban park.

Scope of Services

  • Urban, environmental, and socio-economic diagnostic (including drone-based topographic surveys, field surveys and assessment of climate and hydrogeological vulnerability)
  • Detailed socio-economic survey of the population
  • Establishment of a geographic information system to support spatial analysis and planning
  • Development of two redevelopment scenarios: on-site restructuring with utility networks, public facilities, and flood protection infrastructure; and full relocation and redevelopment of the vacated site into a multifunctional urban park
  • Technical, social and economic comparison of the two scenarios
  • Definition of the operational redevelopment plan
  • Design and facilitation of participatory mechanisms involving stakeholders and residents
